Ministry of Lands and Survey is entrusted with the management and administration of Katsina State’s land based on the delegation of power to it by the Governor who is the one and the only person vested with the right to hold and administer the land in the state.
In 1987 when Katsina State was created, it was a Directorate of Lands and Survey, under the office of the Governor and Headed by Director General,subsequently in 1999 it was upgraded to a full pledge Ministry.
With this development,the Ministry has two agencies under it,i e Office of the Surveyor General (OSG)concerned with surveying issues and a planning agency known as Urban and Regional Planning Board (URBP).
But all these years, land management and administration is not efficient, because the Masari led administration inherited an analogue land administration which led to the delay in the execution of certificate to landed properties,where from the year 1987,when Katsina State was created to May 2017,that’s in 33 years about 4,000 Certificates executed.
Given the importance of land as a fundamental natural resources and a fulcrum of all human activities, no serious government desirous of improving the quality of life and development can afford to neglect this vital sector.
To this end Governor Aminu Masari administration has put in place a number of measures to improve the effectiveness and efficiency of the state’s land MDAs for better service delivery.
In the first tenure of Governor Aminu Bello Masari, Ministry of Lands and Survey was among the sectors that witness the restoration agenda of APC led government in Katsina State by evolving effective measures meant to standardized the activities of the Ministry to compete with its contemporaries and ensure global standard of Lands administration and management.
To achieved these the Ministry of Lands with the mandate of Governor Aminu Masari Dallatun Katsina, introduced Lands Tittling Registration(LTR) as a way to eliminate delay and reduce cost in the processing of applications for Statutory Right of Occupancy (CofO),Computerization,Urban Thinkers Campus program and establishment of new layouts as well as decongestion of City among others.
All these developments were achieved during the first tenure of mutawallen Hausa.
When the administration was re elected in 2019,Governor Masari assigned TPL. Usman Nadada to supervised the affairs of the Ministry.
Observers seen the appointment of professional Town Planner Usman Nadada as a wise decision considering the fact that, he is in the system for decades.
When he assumed duty as the Honourable Commissioner of the Ministry on 19th of November 2020,solicited support of
management and staff of the Ministry to consolidate the achievements so far recorded.
As this administration clock one year to it second tenure. The Honourable Commissioner Ministry of lands TPL. Usman Nadada presented the stewardship of present administration under his supervision.
TPL. Usman Nadada said his leadership would tried to consolidate on what the Ministry achieved from the first tenure of the APC led government’s restoration agenda in Katsina State and in line with the spirit of continuity.
Nadada said it no longer inappropriate for one to blow his trumpet because if you don’t others will cease it and blow for their selves. So it gives a great pleasure to present to you some of the achievements of this administration within the land sector.
On Lands acquisition and allocation, a total of one Hundred and twenty (120)layouts have been provided by the state government from 2015 to date. Of this number thirty two(32)are government owned which have been acquired, designed and approved for allocations to cater for the growing applications for land.
The Ministry established these new layouts at various locations across the length and breath of Katsina State. They are mainly for residential, commercial and industrial purposes. Eighty eight on the other hand are private layouts that have been designed by planning authority and handed over to the individual owners.
Also large tracts of Lands have been acquired by government and allocated to a number of agencies to meet the exigencies of development. Such of these include; Transport University Daura,Federal Polytechnic Daura,171 Battalion Barracks at Yamadawa Daura,Air force Bases at Daura and Katsina and private Refinery at Mashi among others.
On the other hand,the Ministry made some allocations to the membership of several trade Union and interest groups such as Mechanics,Grain Sellers and Vegetable sellers among others,recently the government has provided Lands to leadership of various professional bodies in Katsina for use as office s and other related uses.
Under Public Private Partnership government has provided Lands to Private Developers who construct Houses and sells to public. A good example of this is the Safaz Housing Scheme, Katsina.
The Lands and Survey Commissioner added that, the Masari led administration has paid the total amount of over Nine Hundred and Fourty Million Naira(948,532,162.30k)in the payment of compensation to various land owners whose land were acquired for the execution of developmental projects.
On the other hand the following projects have been executed under the Ministry:
-Construction of Kofar Kaura Gate at the cost of 15,503,183.10k
-Construction of People Square at the cost of 375,125,492,183.10k.
-Production of Topographic Maps of 8 frontline LGAs for the Nigerian Army(17 Brigades) and Nigerian Police.
-Review, Production and Printing of administrative maps of the 34 LGAs.
Other areas of achievements include Stakeholders engagement,degitazation of the land MDAs operations, improvement in the execution of certificates and revenue generation among others.
The Commissioner was quoted as saying “Gentlemen of the press iam proud to say that after Board of Internal Revenue, comes the Ministry of Lands and Survey in generation of IGR. The Ministry generated the sum of 277,218,495.34 from 2015 to date. Presently,arrangements are in pipeline to drastically shoot up IGR from lands.
He commended Governor Aminu Masari for usual support to the activities of the Ministry and called on people corporate with the Ministry to achieved the set objective.
Surely the land administration i is in the safe hand,considering the level reached within,despite the fact that,the pandemic and some security issues dominated the whole year.
